OpenAI is expanding its collaboration with organizations in Abu Dhabi. On November 2, the company signed four agreements covering public services, energy, investments, and the implementation of AI in business and education.

The signing took place following a meeting between OpenAI CEO Sam Altman and the Crown Prince of Abu Dhabi, Sheikh Khaled bin Mohammed bin Zayed Al Nahyan.

One of the partners is the oil and gas company ADNOC. Together with OpenAI and the G42 group, it plans to integrate AI agents into processes related to extraction, refining, logistics, sales, and trading. The goal is to account for the consequences of production and commercial decisions in an interconnected manner.

The first focus area will be field development planning. According to ADNOC, the system will combine accumulated data on thousands of wells, reservoirs, and hundreds of onshore facilities. The company expects to reduce the preparation of complex plans from months to hours. The solution will utilize GPT models and computing infrastructure in the UAE.

In the public sector, the Machine-Readable Government initiative has been launched. A defined set of rules and regulatory requirements is being converted into a machine-readable format so that AI can assist in verifying document compliance with established conditions.

The first pilot is already being used by the Abu Dhabi Agriculture and Food Safety Authority and pertains to food imports. Each assessment by the system can be traced back to a specific rule, while government employees retain responsibility for final decisions.

A separate agreement was signed by the investment company Mubadala, Inception42, and OpenAI. They plan to apply AI for investment analysis, opportunity identification, and risk assessment.

The fourth agreement is set for five years. Under its terms, OpenAI and Inception42 will assist organizations in the UAE with AI implementation in government institutions, companies, and the education sector.
