OpenAI’s chief lobbyist Chris Lehane urged 2028 presidential candidates in a private memo to develop a philosophy on AI.

The memo was sent to approximately six potential candidates, several members of Congress, and prominent political consultants. According to a person familiar with the document, its contents have not been publicly disclosed before. OpenAI declined to comment.

Lehane argues that candidates need to propose a middle course between unchecked AI development and ceding control of the technology to a narrow group. He also warned that if the U.S. cedes AI leadership to China, the debate over data centers could have consequences comparable to the 2002 vote for the Iraq War.

In the memo, he urges discussion on human control over critical decisions, the tax system in the AI era, child protection, and the affordability of living. Lehane believes that by 2028, voters will be more familiar with the technology, and future candidates will need to explain how to harness its benefits while addressing issues like rising electricity costs.
