OpenAI pledges not to shift data center costs onto residents

The company has presented commitments for its future proprietary data centers in the U.S. and proposed that authorities establish similar industry-wide regulations. These address electricity, water, noise, and information disclosure.

OpenAI has published two documents: commitments to local communities and proposals for regulating the construction of computational infrastructure.

For future facilities that the company will own and operate, OpenAI pledges to fully cover the cost of consumed electricity and necessary infrastructure. Prior to major investments, financial guarantees will be provided to protect other consumers if a project is scaled back, delayed, or canceled.

The company also intends to disclose water and electricity consumption, publish independent noise studies, and prioritize closed-loop or low-water cooling systems. Residents will be involved in project discussions in advance.

The use of non-disclosure agreements with officials is planned to be limited to narrow exceptions—for protecting security, commercial secrets, and other sensitive business information.

Separately, OpenAI proposes that authorities require major consumers to pay for the strain they place on power grids. Data centers capable of safely reducing consumption during power shortages are proposed to have easier access to grid connections.

These provisions currently represent the company’s commitments and proposals to regulators. They do not automatically become industry-wide legal requirements.
